Move EFI_SHELL_PARAMETERS_PROTOCOL related definitions to efishell.h

As EFI_SHELL_PARAMETERS_PROTOCOL is also defined in UEFI Shell Spec,
put it together with EFI_SHELL_PROTOCOL.
